Cerritos City Council Meeting Minutes


MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF CERRITOS
HELD MONDAY, NOVEMBER 21, 2011

1. CALL TO ORDER

The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

2. INVOCATION

Mayor Pro Tem Edwards provided the invocation.

3. PLEDGE OF ALLEGIANCE

Councilmember Pulido led the assembly in the salute to the flag.

4. ROLL CALL

The following Members of the City Council were in attendance:

Councilmember Bruce Barrows
Councilmember Joseph Cho, Ph.D.
Councilmember Mark Pulido
Mayor Pro Tem Jim Edwards
Mayor Carol Chen

5. PRESENTATIONS

There were no presentations.

6. PUBLIC COMMENTS AND SUGGESTIONS

Wilfredo Rosario spoke regarding residential semi annual parking permits.

Andrew Johnson expressed his concern regarding the transient problem at various locations within the city, and requested more sheriff patrols in these areas.

Dr. Berg requested the public call the Cerritos Sheriff’s Department when they witness this problem in the community, and noted it can be reported anonymously.

Paul Bellambaum spoke regarding Thanksgiving, and wished staff a Merry Christmas.

Ram Kakkar spoke regarding the Cerritos High School Wind Symphony members opportunity to attend the 2012 Olympics in London, the need to raise funds and requested the City assist with the funding.

Mayor Chen advised that the City is assisting with the use of city facilities and is supporting the fundraising effort.

CONSENT CALENDAR

7. Approval of Register of Demands

MOTION: It was moved by Mayor Pro Tem Edwards, and seconded by Councilmember Pulido to approve the Register of Demands dated November 21, 2011, Checks 129641 through 129915, in the total amount of $11,400,166.68. The motion carried unanimously.

8. Approval of Minutes

MOTION: It was moved by Mayor Pro Tem Edwards and seconded by Councilmember Pulido to approve the Minutes of the Special Meeting of November 14, 2011. The motion carried unanimously.

END OF CONSENT CALENDAR

NEW AND OLD BUSINESS

9A. Review and consideration of artwork by Jasu Shilpi for the Chugh Firm in accordance with Chapter 22.94 of the Cerritos Municipal Code as it relates to the Art in Public Places Program. The project is generally located on the Southwest corner of Alondra Boulevard and Carmenita Road at 15925 Carmenita Road (APN 7005-005-033 and APN 7005-005-034).

A staff report and power point presentation were provided by Assistant City Manager Matsumoto.

Councilmember Pulido spoke regarding the possibility of including an inscription on the pedestal, lighting the art piece, and commented on his support of the item.

Councilmember Cho commented that the sculpture will be a valuable asset to our public art collection, and symbolic for our community.

Mayor Chen requested for the motion include the plaque with the art piece and the inclusion of a pedestal.

Councilman Barrows suggested the use of stone as the material to be used for the pedestal.

Assistant City Manager Matsumoto indicated that the cost of stone as the material may exceed the Art in Public Places requirement, and that she would work with the property owner.

MOTION: It was moved by Councilmember Pulido and seconded by Councilmember Cho to approve the art piece for the Chugh Firm with the inclusion of a plaque and pedestal. The motion carried unanimously.

9B. Consideration and award of Bid No. 1128-12, Cerritos Center for the Performing Arts Graphic Design Services for Direct Mail Brochures.

A staff report was provided by Annie Hylton, City & Theater Marketing Manager.

MOTION: It was moved by Mayor Pro Tem Edwards and seconded by Councilmember Pulido to award Bid No. 1128-12 to Studio Wilks for the Cerritos Center for the Performing Arts Graphic Design Services for Direct Mail Brochures in the amount of $26,364.00. The motion carried unanimously.

10. Report on Pending Legislation

City Manager Gallucci commented on pending legislation.

11. City Council Communications/Committee Reports/Report on Meetings.

Comments and reports were provided by Councilmember Barrows, Councilmember Cho, Councilmember Pulido, Mayor Pro Tem Edwards, and Mayor Chen.

Mayor Chen spoke regarding the national problem of obesity, requested staff to look into a vending machine nutrition policy for the City vending machine vendors.

CONSENSUS:(Chen) for staff to research and bring back a report regarding a policy on limiting non nutritional items that can be sold in City vending machines.

12. Adjournment

The meeting adjourned at 7:56 p.m. in memory of Jeffrey Lee, a former Whitney High School graduate who passed away today.
