CEU Service


The Cerritos Electric Utility (CEU) will begin accepting applications for residential service on April 1, 2021. Qualifying Cerritos residents who sign up for the service have the opportunity to lower their current electricity costs with a 5 percent discount on generation charges. Transmission charges from Southern California Edison (SCE) will remain the same for CEU customers and will not be discounted. For example, a resident that currently receives an invoice of $200 per month from SCE will save approximately $5 monthly upon signing up to receive electricity from CEU. It should be noted that residents who are currently receiving discounts on their electricity from SCE or other entities might not benefit from the CEU discount. CEU residential service is expected to start in summer 2021. Applications will be accepted as follows:

  • April 1: Qualifying low-income senior or low-income disabled residents on a first-come, first-served basis
  • May 1: Qualifying low-income or disabled residents on a first-come, first-served basis
  • June 1: Residents on a first-come, first-served basis

The CEU has limited generation capacity, so only approximately 7,000 residential customers can be served. A waiting list will be created for any applications received over that amount. More information and applications for the electric service have been included in the February and March water bills. CEU residential customers will receive two separate bills: one from CEU for generation charges and one from SCE for delivery charges. Payments to the CEU can only be made by check at this time.

The CEU, which commenced retail operations in Cerritos in 2005, currently serves approximately 300 commercial customer accounts and provides about 66 million kilowatt-hours of energy every year.


Your business may be eligible for a 5 percent discount on electricity costs. The City of Cerritos operates Cerritos Electric Utility (CEU), an electric utility that provides clean, reliable and lower-cost electricity to businesses in the City. There is no charge to switch your electricity service from Southern California Edison (SCE) to CEU. Your business will continue to be eligible for any of SCE’s energy rebate and incentive programs, even if you switch. CEU will provide your energy, while SCE will continue to transmit the electricity to your business. How the Cerritos Electric Utility program for residents works (PDF)

The Cerritos Electric Utility (CEU) became the newest and most uniquely formed public owned utility when it commenced retail operations in July 2005. Its development was a result of the Cerritos City Council's conscientious decision to take control of rising electrical costs and insulate the City from the unreliability of electric energy. Starting in 2002, the City became a member of the Southern California Public Power Authority and participated in the construction and operation of the Magnolia Power Project along with the member Cities of Anaheim, Burbank, Colton, Glendale and Pasadena.

The City is entitled to receive 4.2% share of the Magnolia Power Project's power output with an initial goal of serving City-owned facilities such as the Cerritos Library, the Cerritos Center for the Performing Arts, the Cerritos Senior Center and City Hall, and the City's Water System, which includes the pumps and electrical gear that operate the wells, reservoirs and supply system. The Cerritos Electric Utility also serves public and private schools and major retail customers in the City with electric power at a cost less than that offered by Southern California Edison. Long term customers such as the ABC Unified School District have realized significant savings with the Cerritos Electric Utility. Other beneficiaries include the Los Cerritos Center (Macerich, Nordstrom and additional mall businesses) and several auto dealers in the Cerritos Auto Square. The utility serves approximately 300 customer accounts and provides approximately 66 million kilowatt-hours of energy every year.
