MINUTES OF A JOINT SPECIAL MEETING OF THE
CERRITOS CITY COUNCIL AND THE
CERRITOS REDEVELOPMENT AGENCY
HELD MARCH 10, 2010
CALL TO ORDER
The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.
INVOCATION
Pastor Doyle Surratt from SeaCoast Grace Church in Cypress offered the invocation.
PLEDGE OF ALLEGIANCE
Long-time Cerritos residents Ed Johnson and Larry Stern led the assembly in the salute to the flag.
ROLL CALL
The City Clerk noted attendance of the following Members of the City Council/Redevelopment Agency:
Councilwoman/Member Carol Chen
Councilman/Member Jim Edwards
Councilwoman/Member Laura Lee
Mayor Pro Tem/Vice Chair Joseph Cho, Ph.D.
Mayor/Chair Bruce W. Barrows
PUBLIC COMMENTS
Those wishing to present comments were invited to the podium. There being no response, the public comments portion of the meeting was closed.
INTRODUCTIONS
Elected and appointed dignitaries and their representatives in the audience were acknowledged, and the Mayor/Chair and City Council/Agency Members recognized friends and family members in attendance.
Mayor Barrows presented comments in reflection of his year as Mayor.
CITY COUNCIL/REDEVELOPMENT AGENCY REORGANIZATION
At this juncture an overview of the nomination process was provided by the City Clerk.
The office of Mayor/Chair was then declared vacant and the City Clerk called for nominations for the office of Mayor/Chair.
Councilwoman/Member Lee presented the qualifications of and nominated Joseph Cho for the office of Mayor/Chair. Councilman/Member Edwards seconded the nomination. There were no other nominations and the nominations were closed. The City Clerk then declared Joseph Cho elected to the office of Mayor/Chair by acclamation.
The office of Mayor Pro Tem/Vice Chair was declared vacant by Mayor/Chair Cho and he called for nominations for the office of Mayor Pro Tem/Vice Chair.
Councilman/Member Edwards presented the qualifications of and nominated Laura Lee for the office of Mayor Pro Tem/Vice Chair. Councilman/Member Barrows presented the qualifications of and nominated Carol Chen for the office of Mayor Pro Tem/Vice Chair. Councilwoman/Member Chen and Councilwoman/Member Lee offered brief comments in support of their nomination.
Upon the following roll call vote, Laura Lee was declared elected to the office of Mayor Pro Tem/Vice Chair:
Councilmember/Member Barrows: Councilwoman/Member Chen
Councilmember/Member Chen: Councilwoman/Member Chen
Councilmember/Member Edwards: Councilwoman/Member Lee
Councilmember/Member Lee: Councilwoman/Member Lee
Mayor/Chair Cho: Councilwoman/Member Lee
It was then moved by Councilman/Member Barrows and seconded by Councilman/Member Edwards to declare Laura Lee elected to the office of Mayor Pro Tem/Vice Chair by acclamation. The motion carried unanimously.
NEWLY DESIGNATED MAYOR/CHAIR MAKES PRESENTATION TO IMMEDIATE PAST MAYOR/CHAIR
A video highlighting Councilman/Member Barrows' 2009-2010 Mayoral term was presented. Mayor/Chair Cho presented immediate past Mayor/Chair Barrows with a scrapbook and additional mementos commemorating his term as Mayor.
PRESENTATIONS FROM SPECIAL GUESTS
Dignitaries, elected officials and their representatives presented Councilman/Member Barrows with plaques in recognition of his service to the City.
COMMENTS FROM MAYOR/CHAIR AND COUNCILMEMBERS
The Mayor/Chair and Council/Agency Members offered general comments on previous accomplishments and plans for the upcoming year.
ADJOURNMENT
There being no further business to come before the Council/Agency, the meeting was adjourned at 8:43 p.m.
