MINUTES OF A JOINT SPECIAL MEETING OF THE
CERRITOS CITY COUNCIL AND THE
CERRITOS REDEVELOPMENT AGENCY
HELD MARCH 14, 2007
CALL TO ORDER
Mayor/Chairman Bowlen called the Joint Special Meeting of the City Council and Redevelopment Agency to order at 7:15 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.
INVOCATION
The invocation was offered by Reverend Joseph Lao, Senior Pastor, First Evangelical Church of Cerritos.
PLEDGE OF ALLEGIANCE
Retired U.S. Marine and longtime Cerritos resident Dutch Ducharme led the assembly in the salute to the flag.
ROLL CALL
The City Clerk noted attendance of the following Members of the City Council/Redevelopment Agency:
Councilman/Member John Crawley
Councilman/Member Jim Edwards
Councilwoman/Member Gloria Kappe
Mayor Pro Tem/Vice Chairwoman Laura Lee
Mayor/Chairman Paul Bowlen
PUBLIC COMMENTS AND SUGGESTIONS
The Mayor/Chairman invited comments from those in the audience. No one wished to address the City Council/Redevelopment Agency and the public comments and suggestions portion of the meeting was closed.
INTRODUCTIONS AND PRESENTATIONS
Mayor/Chairman Bowlen recognized elected and appointed dignitaries and representatives in the audience and thanked them for attending the meeting. He then presented outgoing Councilwoman/Member Kappe with a plaque and mementos in recognition of her tenure on the City Council, with Councilwoman/Member Kappe reflecting on her time in office, recognizing members of her family and thanking friends and others for their continued support. Various dignitaries, elected officials and their representatives presented Mrs. Kappe with plaques in recognition of her service to the community. Mayor Pro Tem/Vice Chairwoman Lee made similar presentations to Mayor/Chairman Bowlen. Councilwoman/ Member Kappe and Mayor/Chairman Bowlen then stepped down from the dais.
OATH OF OFFICE
City Clerk Triggs administered the Oath of Office to Councilmembers-elect Bruce Barrows, Joseph Cho and Laura Lee and they assumed their seats at the dais.
REORGANIZATION
At this juncture, City Clerk Triggs declared the office of Mayor/Chair vacant and called for nominations for the office of Mayor/Chair.
Councilman/Member Edwards presented the qualifications of and nominated Laura Lee for the office of Mayor/Chair. The nomination was seconded by Councilman/Member Cho. There were no other nominations. The City Clerk closed the nominations and declared Laura Lee elected to the office of Mayor/Chair by acclamation.
The office of Mayor Pro Tem/Vice Chair was declared vacant by Mayor Lee and she presented the qualifications of and nominated Councilman/Member Edwards for the office of Mayor Pro Tem/Vice Chair. The nomination was seconded by Councilman/Member Barrows. There were no other nominations. The Chair closed the nominations and declared Councilman/Member Edwards elected to the office of Mayor Pro Tem/Vice Chair by acclamation.
Mayor/Chair Lee thanked the Council/Agency for the opportunity to serve as Mayor/Chair and Councilmembers Barrows and Cho offered comments regarding their election to the Council. Each recognized family members and others for their support.
PRESENTATIONS TO IMMEDIATE PAST MAYOR BOWLEN
Mayor/Chairwoman Lee presented immediate past Mayor Bowlen with a scrapbook and additional mementos commemorating his Mayoral term. Dignitaries, elected officials and their representatives presented Mr. Bowlen with plaques in recognition of his service to the City.
COMMENTS FROM THE MAYOR AND COUNCILMEMBERS
The Mayor/Chairwoman and Councilmembers/Members each offered general comments on the coming year and introduced members of their families and special guests.
ADJOURNMENT
There being no further business to come before the Council/Agency, the meeting was duly adjourned by the Mayor/Chairwoman at 9:10 p.m.
