Cerritos City Council Meeting Minutes

MINUTES OF A SPECIAL MEETING OF THE CERRITOS CITY COUNCIL AND THE SUCCESSOR AGENCY TO THE CERRITOS REDEVELOPMENT AGENCY HELD ON JULY 8, 2013

1. CALL TO ORDER

The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

2. INVOCATION

The invocation was provided by Dr. Delwin McCarthy, Church of Jesus Christ of Latter Day Saints.

3. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Boy Scout Troop 394.

4. ROLL CALL

The following members of the City Council/Successor Agency were in attendance:

5A. Proclamations were presented as follows:

Gonsalves Elementary School (2012 National Blue Ribbon School), Tetzlaff Accelerated Learning Academy (2013 Distinguished School), and Artesia High School (2013 California Distinguished School).

5B. Consideration of appointments to Commissions, Committees, and Boards (COUNCIL)

MOTION: It was moved by Pulido and seconded by Cho to appoint Tatiana Yokoyama to the Planning Commission and Jeanie McHatton to the Friends of Arts Education at the Cerritos Center for the Performing Arts Board of Directors. The motion carried (5 – 0) as follows:

AYES: Chen, Cho, Ray, Pulido, Barrows
NOES: None
ABSENT: None
ABSTAIN: None

6. PUBLIC COMMENTS AND SUGGESTIONS

Katherine Chu, resident, announced that she met with the City's new dial-a-ride service provider and thanked staff for the opportunity. She suggested the City add hashtags for events for purposes of social media.

CONSENSUS (Barrows): Directed staff to add hashtags on marketing items for City events.

7. Approval of Register of Demands

7A. City of Cerritos dated July 8, 2013. (COUNCIL)

MOTION: It was moved by Pulido and seconded by Chen to approve the Register of Demands dated July 8, 2013 in the total amount of $17,805,871.87. The motion carried (5 – 0) as follows:

ABSENT: None
ABSTAIN: None

7B. Successor Agency dated July 8, 2013. (SUCCESSOR AGENCY)

MOTION: It was moved by Pulido and seconded by Chen to approve the Register of Demands dated July 8, 2013 in the total amount of $13,489,597.23. The motion carried (5 – 0) as follows:

8. Approval of the Treasurer's Report for the period ending May 31, 2013. (COUNCIL/SUCCESSOR AGENCY)

MOTION: It was moved by Pulido and seconded by Chen to approve the Treasurer's Report for the period ending May 31, 2013. The motion carried (5 – 0) as follows:

9. Approval of Minutes

9A. City Council/Successor Agency Regular Meeting of June 27, 2013. (COUNCIL/SUCCESSOR AGENCY)

MOTION: It was moved by Pulido and seconded by Chen to approve the City Council/Successor Agency Regular Meeting Minutes of June 27, 2013. The motion carried (5 – 0) as follows:

10. NEW AND OLD BUSINESS

10A. Review and consideration of artwork by Darrel Davis for Cerritos Mitsubishi in accordance with Chapter 22.94 of the Cerritos Municipal Code as it relates to the Art in Public Places Program. The project is generally located on the Southwest corner at South Street and Studebaker Road at 10944 South Street (APN 7049-014-011). (COUNCIL)

A staff report was given by Kathy Matsumoto, Assistant City Manager. A PowerPoint Presentation was displayed.

Chuck Bien, lessee and COO of Cerritos Mitsubishi, spoke regarding Mitsubishi's desire to lease in Cerritos and affirmed the well-established nature of their dealership.

The Mayor opened the item for public comments. Seeing none, the item was closed for public comments.

MOTION: It was moved by Chen and seconded by Pulido to approve the subject art piece "Flying Heron" by Darrell Davis to be located at 10944 South Street and the proposed loan program for Cerritos Mitsubishi subject to guarantees, insurance and maintenance terms described in the agreement schedule and City ownership of the piece if dealership tenancy ends.

10B. Review and consideration of artwork by Gerard Basil Stripling submitted by Creative Art Services on behalf of Kaiser Foundation Health Plan, Inc. in accordance with Chapter 22.94 of the Cerritos Municipal Code as it relates to the Art in Public Places Program. The project is located at 10820 183rd Street (APN 7038-011-016). (COUNCIL)

A staff report was given by Kathy Matsumoto, Assistant City Manager. A PowerPoint Presentation was displayed.

The Mayor opened the item for public comments.

Cheryl Thiele, representing Creative Art Services, and Beth Trombley, representing Kaiser Permanente, answered various inquiries from the City Council.

The Mayor closed public comments.

MOTION: It was moved by Pulido and seconded by Cho to approve the subject art piece "Kindred" by Gerard Basil Stripling for The Kaiser Foundation Health Plan, Inc., to be located at 10820 183rd Street. The motion carried (5 – 0) as follows:

10C. Consideration and award of Bid No. 1159-13, Printing of the Cerritos Center for the Performing Arts 2013-2014 On Stage Programs. (COUNCIL)

A staff report was given by Laurie Kajiwara, Marketing Supervisor.

The Mayor opened the item for public comments. Seeing none, the item was closed for public comments. The motion carried (5 – 0) as follows:

MOTION: It was moved by Ray and seconded by Chen to approve the award of Bid No. 1159-13 to Diversified Printers for the printing of the Cerritos Center for the Performing Arts 2013-2014 On Stage Programs in the amount of $19,949.18. The motion carried (5 – 0) as follows:

AYES: Chen, Cho, Ray, Pulido, Barrows

11. Legislative Items

11A. Report on Pending Legislation

None.

11B. Action to support or oppose specific legislation pending in the California Legislature or pending in the California Governor's Office for signature.

11B1. Review and consideration of a letter of support for a proposed Los Angeles County Division Annual Conference Resolution calling upon the Governor and the Legislature to work with the League of California Cities in providing adequate funding and to prioritize water bonds to assist Local Government in water conservation, ground water discharge and reuse of stormwater and urban runoff programs. (COUNCIL)

A staff report was given by Vince Brar, Senior Assistant City Manager.

The Mayor opened the item for public comments. Seeing none, the item was closed for public comments.

MOTION: It was moved by Chen and seconded by Ray to authorize the Mayor to execute a letter in support of the proposed Los Angeles County Division Annual Conference Resolution titled: A RESOLUTION CALLING UPON THE GOVERNOR AND THE LEGISLATURE TO WORK WITH THE LEAGUE OF CALIFORNIA CITIES IN PROVIDING ADEQUATE FUNDING AND TO PRIORITIZE WATER BONDS TO ASSIST LOCAL GOVERNMENT IN WATER CONSERVATION, GROUND WATER RECHARGE AND REUSE OF STORMWATER AND URBAN RUNOFF PROGRAMS.

The motion carried (5 – 0) as follows:

12. City Council Communications/Committee Reports/Report on Meetings

Reports were provided by Council Members Ray, Cho, and Chen, Mayor Pro Tem Pulido and Mayor Barrows.

13. Closed Session

13A. PERSONNEL MATTERS PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 54957.6: CONFERENCE WITH LABOR NEGOTIATORS

The City Council did not meet in Closed Session nor discuss item 13A regarding personnel matters.

14. ADJOURNMENT

The meeting adjourned at 10:02 p.m. in memory of the firefighters lost in Arizona and the victims of the Aviana Airline crash.
