Affordable Senior Housing Lottery

The City of Cerritos is pleased to announce the opportunity to purchase affordable senior condominium units at the City’s age- and income-restricted community, Emerald Villas, through a random lottery selection process.
Ownership Qualifications
To qualify, a prospective buyer must meet all of the following criteria:
- Be 62 years of age or older
- Meet income requirements* (very-low to moderate income)
- Not own any additional property
- Be a U.S. citizen or legal permanent U.S. resident
Prospective homeowners chosen through the lottery will be screened for ownership qualifications through a comprehensive compliance review.

Common Questions
How many units are available?
There are currently two (2) condominium units available for purchase and one (1) condominium unit anticipated to be available soon.
How will the City choose the new homeowner?
Prospective homeowners will be identified through the lottery process.
Can I rent out the unit?
No, these units may not be rented out. These units must be owner-occupied.
Are my children allowed to live with me in the unit?
Generally no, only the approved low-income senior(s) may live in the unit. Children or other family members who have not been approved by State law and the City are not permitted to live permanently in the unit.
Can I tour the unit?
Unit tours will only be available to prospective senior residents selected and verified in the lottery.
Important Lottery Registration Dates
Wednesday, March 1, 2023
Lottery registration forms will be available beginning March 1, 2023. Completed registration forms must be submitted in person at the Department of Community Development at Cerritos City Hall located at 18125 Bloomfield Avenue, Cerritos, California, 90703. Only one (1) registration form may be submitted per prospective resident.
Friday, April 28, 2023
Last day to submit a completed lottery registration form. Forms will be accepted until 5:00 p.m. on Friday, April 28, 2023.
City Council Meeting Lottery Drawing
Following the registration period, a lottery will be held before a regularly scheduled City Council meeting to choose prospective homeowners, pending age and income verification of the applicant.
Units for Sale
The City has two (2) very-low income units that are available for sale. The City is currently in the process of acquiring one (1) moderate income unit, and sale of the unit is pending completion of the City’s acquisition of the unit**.
**Unit Disclosure Statement
Be advised that this unit may not be subject to lottery drawing or sale to any affordable household. The City is in negotiations with the current owner to acquire this unit, but the City’s acquisition of this unit cannot be confirmed or guaranteed. While the City will receive lottery registration information for affordable households interested in this unit, the City may not be able to hold a lottery drawing and may not be able to sell this unit. Any registrant who applies for this unit shall be deemed to understand this disclosure statement and, by signing this registration form, waives any and all liability against the City in the event the City is not able to acquire this unit for any reason.
