THE POSITION: Under direction of the Information Technology Manager, performs a variety of information technology related development management and support activities for any assigned department/division. Perform related work as required.

Job Characteristic: May work a varying schedule of hours which may include early mornings, nights, weekends and holidays.

ESSENTIAL DUTIES:
When assigned to Application Support:

  • Responsible for day-to-day administration of Municipal ERP suite.
  • Provides support and development for enterprise systems, custom software, custom integrations and RDBMS software.
  • Project management related to software upgrades, software evaluation, migration, data conversion and leveraging technology to meet organizational needs.
  • Design, code, test and debug custom applications using a variety of programming languages (HTML, CSS, Visual Basic, .NET, PHP, C++, C#, Java and Javascript).
  • Experience interpreting and extrapolating business analytics.

When assigned to Hardware Support:

  • Responsible for day-to-day administration and maintenance of a department/division information technology related operation.
  • Responsible for the effective operation of the City's datacenter.
  • Plan and coordinate datacenter hardware upgrades.
  • Monitor and implement network security within a department/division environment.
  • Collaborate with department and division staff to integrate technology and improve operational efficiency.
  • Prepare written operating procedures.
  • May be assigned or rotated to specific departments.

EMPLOYMENT STANDARDS:
Knowledge of:

  • Tyler's Eden municipal finance, human resources, and payroll software preferred.
  • Crystal Reports.
  • Principles, practices and methods of computer programming and systems analysis.
  • Computer systems, PC, WAN/LAN, and data communications/security systems.
  • Principles and techniques for evaluation of work processes for new or revised web applications.
  • Database design, performance tuning, security, and data warehouse management.
  • Network/telecommunications related installations and management.

Ability to:

  • Analyze and resolve software and hardware issues.
  • Conduct detailed analysis of computer systems in operation and make recommendations for improved system hardware and software.
  • Installation and troubleshooting of network configurations.
  • Establish workflow and procedures for the implementation of systems.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships with all City department personnel, vendors and consultants.

PHYSICAL DEMANDS AND WORK ENVIRONMENT: Work is performed primarily indoors in an office environment. The incumbent sits for extended periods of time, uses basic hand tools, operates a computer, keyboard and related equipment, stands, walks, bends, reaches, grasps, kneels, crouches, crawls, twists and lifts and moves computer components and related items weighing up to 50 pounds and may drive a vehicle on City business. The incumbent must be able to meet the physical requirements of the class and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the duties to be performed.

TRAINING AND EXPERIENCE: Any combination of education and experience which would provide the stated knowledge and abilities. A typical way to obtain these would be: possession of bachelor's degree from an accredited college or university with major coursework in computer science, quantitative analysis, data processing, business or public administration or a closely related field; and a minimum of (3) three years of increasingly responsible experience in the field of computerized information systems are desirable. A valid California driver's license is required.
