Cerritos City Council Meeting Minutes

MINUTES OF A SPECIAL MEETING OF THE CERRITOS CITY COUNCIL AND THE SUCCESSOR AGENCY TO THE CERRITOS REDEVELOPMENT AGENCY HELD ON NOVEMBER 19, 2012

1. CALL TO ORDER

The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

2. INVOCATION

The invocation was provided by Rabbi David Klatzker, Temple Beth Shalom.

3. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Councilmember Carol Chen.

4. ROLL CALL

The following members of the City Council/Successor Agency were in attendance:

5. PRESENTATIONS

The City Council made a presentation to outgoing Cerritos Sheriff's Station Captain Joe Gonzales.

CONSENSUS (Edwards): Directed staff to place the recreation fees report on the December 13, 2012 meeting agenda.

6. PUBLIC COMMENTS AND SUGGESTIONS

Lori Augustine, resident, expressed concerns regarding recreation fee increases.

Sherry Wilson, resident, expressed concerns regarding recreation fee increases.

Kennedy Miller, resident, expressed concerns regarding recreation fee increases.

Lee Pfeffer, encouraged residents to attend the Council meeting to discuss recreation fee increases on December 13, 2012.

Mark Johnson, resident of Huntington Beach, expressed his appreciation for the Swim Center.

Katrina Kershaw, resident of Lakewood, expressed concerns regarding recreation fee increases.

Kristy Manibusan, resident, expressed concerns regarding recreation fee increases.

Lori Williams, resident, expressed concerns regarding recreation fee increases.

Brian Bulthius, resident, expressed concerns regarding recreation fee increases.

D.J. Klyde, resident, expressed concerns regarding recreation fee increases.

Leila Klyde, resident, expressed concerns regarding recreation fee increases. Ms. Klyde submitted a document to be included in the record.

Jennifer Iseri, resident, expressed concerns regarding recreation fee increases.

Alex Camargo, resident, noted he will share his comments regarding recreation fee increases on December 13, 2012.

CONSENT CALENDAR

7. Approval of Register of Demands

7A. City of Cerritos dated November 19, 2012 (COUNCIL)

MOTION: It was moved by Barrows and seconded by Chen to approve the Register of Demands dated November 19, 2012 in the total amount of $5,381,903.66. The motion carried unanimously.

8. Approval of Minutes

8A. City Council/Successor Agency Special Meeting of November 5, 2012 (COUNCIL/SUCCESSOR AGENCY)

MOTION: It was moved by Barrows and seconded by Chen to approve the City Council/Successor Agency Special Meeting Minutes of November 5, 2012. The motion carried unanimously.

9. NEW AND OLD BUSINESS

9A. Consideration of a request of the La Palma-Cerritos Branch of the American Association of University Women (AAUW) regarding its February 11, 2013 City Council candidate forum. (COUNCIL)

A staff report was given by Vida Barone, City Clerk.

MOTION: It was moved by Barrows and seconded by Pulido to approve the request from the La Palma-Cerritos Branch of the American Association of University Women (AAUW) for a Candidate Forum on Monday, February 11, 2013, from 7:00 p.m. to 9:00 p.m., in the Cerritos City Council Chamber with the City underwriting the expense of the live cablecast. The motion carried unanimously.

9B. Consideration of a request of the Artesia-Cerritos Woman's Club regarding its February 19, 2013 City Council candidate forum. (COUNCIL)

A staff report was given by Vida Barone, City Clerk.

MOTION: It was moved by Barrows and seconded by Cho to approve the request from the Artesia-Cerritos Woman's Club for a Candidate Forum on Tuesday, February 19, 2013, from 7:00 p.m. to 9:00 p.m., in the Cerritos City Council Chamber with the City underwriting the expense of the live cablecast. The motion carried unanimously.

9C. Consideration and award of an Annual water mains and appurtenances for repairs and services. (COUNCIL)

A staff report was given by Vince Brar, Senior Assistant City Manager.

MOTION: It was moved by Chen and seconded by Pulido to reject all proposals received for Cerritos Annual Water Mains and Appurtenances for Repairs and Services and authorize staff to readvertise. The motion carried unanimously.

10. Legislative Items

10A. Report on Pending Legislation

None.

10B. Action to support or oppose specific legislation pending in the California Legislature or pending in the California Governor's Office for signature.

None.

11. City Council Communications/Committee Reports/Report on Meetings

Reports were provided by Councilmembers Chen, Cho, and Pulido, Mayor Pro Tem Barrows and Mayor Edwards.

CONSENSUS (Chen): Directed staff to donate use of Cerritos Park East on November 30, 2012 for a Hurricane Sandy relief fundraiser concert.

CONSENSUS (Barrows): Directed staff to include reserve duty military in future Veteran's Day events.

12. ADJOURNMENT

The meeting adjourned at 8:49 p.m.
