Cerritos City Council Meeting Minutes

MINUTES OF A REGULAR MEETING OF THE CERRITOS CITY COUNCIL AND THE SUCCESSOR AGENCY TO THE CERRITOS REDEVELOPMENT AGENCY HELD ON SEPTEMBER 27, 2012

1. CALL TO ORDER

The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

2. INVOCATION

The invocation was provided by Brother Delwin McCarthy, Church of Jesus Christ of Latter Day Saints.

3. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Girl Scout Troop 6793.

4. ROLL CALL

The following members of the City Council/Successor Agency were in attendance:

Council/Agency Member Joseph Cho, Ph.D.
Council/Agency Member Mark Pulido
Mayor/Chair Jim Edwards

MOTION: It was moved by Edwards and seconded by Pulido to excuse Mayor Pro Tem/Vice Chair Bruce Barrows from the meeting. The motion carried unanimously.

5. PRESENTATIONS

A proclamation was presented to Vintage Cerritos in honor of Assisted Living Week. The proclamation was accepted by Brittney Forsythe, Cerritos Princess and Receptionist at Vintage Cerritos.

6. PUBLIC COMMENTS AND SUGGESTIONS

Romeo Ricarte requested the City Council adopt an Ordinance requiring all signs to be translated into Roman characters.

Ronald Jung invited residents to his upcoming Disaster Preparedness event.

CONSENT CALENDAR

7. Approval of Register of Demands

7A. City of Cerritos dated September 27, 2012 (COUNCIL)

MOTION: It was moved by Pulido and seconded by Cho to approve the Register of Demands dated September 27, 2012 in the total amount of $5,231,949.12. The motion carried unanimously by a vote of 4 – 0 (Barrows absent).

8. Approval of Minutes

8A. City Council/Successor Agency Regular Meeting of September 13, 2012 (COUNCIL/SUCCESSOR AGENCY)

MOTION: It was moved by Pulido and seconded by Cho to approve the City Council/Successor Agency Regular Meeting Minutes of September 13, 2012. The motion carried unanimously by a vote of 4 – 0 (Barrows absent).

9. Miscellaneous

9A. Biennial notice to the City Council regarding review of City/Successor Agency/Public Financing Authority and Oversight Board Conflict of Interest Codes. (COUNCIL)

MOTION: It was moved by Pulido and seconded by Cho to receive and file the report. The motion carried unanimously by a vote of 4 – 0 (Barrows absent).

10. PUBLIC HEARINGS

10A. A request by Irvine University, 10900 183rd Street, Suite 330, Cerritos, California, 90703 on behalf of the property owner, Cerritos Office Center V, LLC, for approval of a Conditional Use Permit for an educational institution at 17871 Park Plaza Drive, Suite 125, Cerritos, California, 90703. The subject property is zoned Development Area Two (ADP-2) (APN 7030-011-009). (COUNCIL)

Conditional Use Permit 2012-4*

A staff report was provided by Sandy Cisneros, Senior Planner. A PowerPoint Presentation was displayed.

Mayor Edwards opened the public hearing and public comments.

Anthony Lee, representing Irvine University, thanked the City for the opportunity to relocate to Cerritos.

George Gliaudys, representing Irvine University, thanked the City for the opportunity to relocate to Cerritos.

Mayor Edwards closed public comments and the public hearing.

MOTION: It was moved by Chen and seconded by Pulido to approve Conditional Use Permit 2012-4, making the findings set forth in Cerritos Planning Commission Resolution No. PC 2012-31. The motion carried unanimously by a vote of 4 – 0 (Barrows absent).

11. NEW AND OLD BUSINESS

11A. Consideration and approval of an agreement with the Conservation Corps of Long Beach for employing "at risk" youth to perform landscape maintenance services at various City parks and facilities. (COUNCIL)

A staff report was given by Hal Arbogast, Director of Public Works.

MOTION: It was moved by Pulido and seconded by Chen to:

1. Approve an agreement with the Conservation Corps of Long Beach for employing "at-risk" youth to perform landscape maintenance services at various City parks and facilities; and
2. Authorize the Public Works Director to execute the agreement.

The motion carried unanimously by a vote of 4 – 0 (Barrows absent).

11B. Consideration and award of Bid No. 1143-13, Printing of the 2013 Cerritos Community Calendar. (COUNCIL)

A staff report was given by Annie Hylton, City and Theater Marketing Manager.

MOTION: It was moved by Pulido and seconded by Cho to award Bid No. 1143-13 to Anderson Printing for the printing of the 2013 Cerritos Community Calendar in the amount of $25,420.31. The motion carried unanimously by a vote of 4 – 0 (Barrows absent).

11C. Consideration and award of Bid No. 1149-13, Printing of the Cerritos Center for the Performing Arts 2012-2013 Second Seasonal Calendar. (COUNCIL)

A staff report was given by Annie Hylton, City and Theater Marketing Manager.

MOTION: It was moved by Chen and seconded by Pulido to award Bid No. 1149-13 for the printing of the Cerritos Center for the Performing Arts 2012-2013 Second Seasonal Calendar to Advantage Mailing, Inc. in the amount of $27,076.84. The motion carried unanimously by a vote of 4 – 0 (Barrows absent).

12. Legislative Items

12A. Report on Pending Legislation

City Manager/Executive Director Art Gallucci provided a brief status update on litigation related to AB 1484.

12B. Action to support or oppose specific legislation pending in the California Legislature or pending in the California Governor's Office for signature.

None.

13. City Council Communications/Committee Reports/Report on Meetings

Reports were provided by Councilmembers Pulido, Cho, and Chen, and Mayor Edwards.

15. ADJOURNMENT

The meeting adjourned at 7:46 p.m. in memory of Carolyn Bowlen, wife of former Mayor Paul Bowlen.
