Cerritos City Council Meeting Minutes

MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL AND THE CITY OF CERRITOS,
AS SUCCESSOR AGENCY TO THE CERRITOS
REDEVELOPMENT AGENCY HELD JULY 9, 2012

1. CALL TO ORDER

The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

2. INVOCATION

The invocation was provided by Dr. Amrit Singh, Sikh Temple Buena Park.

3. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Girl Scout Troop 1473.

4. ROLL CALL

The following members of the City Council/Successor Agency were in attendance:

CONSENT CALENDAR

7. Approval of Register of Demands

7A. City of Cerritos dated July 9, 2012 (COUNCIL)

MOTION: It was moved by Barrows and seconded by Pulido to approve the Register of Demands dated July 9, 2012 in the total amount of $3,779,669.44. The motion carried unanimously.

8. Approval of Treasurer's Report for the period ending May 31, 2012 (COUNCIL/SUCCESSOR AGENCY)

MOTION: It was moved by Barrows and seconded by Pulido to approve the Treasurer's Reports for the period ending May 31, 2012. The motion carried unanimously.

9. Approval of Minutes

9A. City Council/Successor Agency Special Meeting of June 28, 2012 (COUNCIL/SUCCESSOR AGENCY)

MOTION: It was moved by Barrows and seconded by Pulido to approve the City Council/Successor Agency Regular Meeting Minutes of June 28, 2012. The motion carried unanimously.

10. Miscellaneous

10A. Consideration and award of Bid No. 1142-12, Printing of the Cerritos Center for the Performing Arts 2012-2013 On Stage Programs. (COUNCIL)

MOTION: It was moved by Barrows and seconded by Pulido to award Bid No. 1142-12 to Diversified Printers of La Mirada for the Printing of the Cerritos Center for the Performing Arts 2012-2013 On Stage Programs in the amount of $29,693.70. The motion carried unanimously.

11. NEW AND OLD BUSINESS

11A. Consideration and award of a sole source contract for the repairs, replacement, and rehabilitation for the natural gas engines at several water facilities in the City of Cerritos. (COUNCIL)

A staff report was presented by Vince Brar, Senior Assistant City Manager.

Paul Bellenbaum, resident, inquired as to how long the City had been using the natural gas engine.

MOTION: It was moved by Barrows and seconded by Pulido to:

1. Find that staff has satisfied the purposes of the bidding regulation of the City of Cerritos Code; and
2. Find that it is reasonable and necessary to sole source the repairs and services of the Waukesha engines in accordance with Section 3.20.060 of the City of Cerritos Municipal Code; and
3. Authorize the City Manager and/or the Senior Assistant City Manager to enter into a contract with Waukesha Pearce Industries, Inc. for the proposed repairs and services. The motion carried unanimously.

11B. Review and consideration of a proposed concept for a lighted art piece by artist Cliff Garten for the Cerritos Sculpture Garden – generally located in the Cerritos Civic Center on the northwest corner of Bloomfield Avenue and 183rd Street, West of the Cerritos Sheriff's Station (APN 7025-028-904). (COUNCIL)

A staff report was provided by Kathy Matsumoto, Assistant City Manager, which included a presentation by the artist selected by the City Council, Cliff Garten. A PowerPoint Presentation was displayed.

Doris Iglesias, Vice Chair of the Fine Arts and Historical Commission, spoke in support of the "Infinity 2" option.

MOTION: It was moved by Barrows and seconded by Pulido to:

1. Approve the lighted art piece proposed by artist Cliff Garten, "Infinity 2" in the Cerritos Sculpture Garden; and
2. Approve the appropriation in the amount not to exceed $275,000 from the Art in Public Places Trust Fund for the "Infinity 2" art piece; and
3. Direct staff to negotiate the subject contract for the construction and installation of the lighted art piece, "Infinity 2" for the Cerritos Sculpture Garden. The motion carried pursuant to the following vote:

AYES: Barrows, Edwards, Pulido
NOES: Chen, Cho
ABSENT: None.
ABSTAIN: None.

11C. Review and consideration of Cerritos Iron-Wood Nine Golf Course Green Fees. (COUNCIL)

A staff report was provided by Sherre Titus, Recreation Services Superintendent.

MOTION: It was moved by Chen and seconded by Pulido to approve the green fee increases as proposed by the Parks and Recreation Commission as follows:

City Manager Art Gallucci discussed the Redevelopment Trailer Bill.

12B. Action to support or oppose specific legislation pending in the California Legislature or pending in the California Governor's Office for signature.

None.

13. City Council Communications/Committee Reports/Report on Meetings

Reports were provided by Councilmembers Pulido, Chen, Cho, Mayor Pro Tem Barrows, and Mayor Edwards.

14. ADJOURNMENT

The meeting adjourned at 7:55 p.m.
