Cerritos City Council Meeting Minutes

MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF CERRITOS
HELD APRIL 23, 2012

1. CALL TO ORDER

The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

2. INVOCATION

The invocation was provided by Dr. William Ebling, First Baptist Church of Fullerton.

3. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Boy Scout Troop 65.

4. ROLL CALL

The following members of the City Council were in attendance:

Councilmember Carol Chen
Councilmember Joseph Cho, Ph.D.
Councilmember Mark Pulido
Mayor Pro Tem Bruce Barrows
Mayor Jim Edwards

5. PRESENTATIONS

Proclamations/Presentations were made as follows: JoAnne and William Ebling (60th wedding anniversary), Mezza Mediterranean Grill (Business Spotlight), Proclamation presented to Patrick Gordon (Jaime Escalante AP award), Jesse Chang (Congressional liaison), Catherine Gaughen (Executive Director, Cerritos Regional Chamber of Commerce), and in honor of National Arbor Day.

6. PUBLIC COMMENTS AND SUGGESTIONS

Monica Manalo, resident, spoke regarding a traffic concern at South Street and Gridley Avenue.

CONSENT CALENDAR

7A. Approval of Register of Demands

MOTION: It was moved by Councilmember Pulido and seconded by Councilmember Chen to approve the Register of Demands dated April 23, 2012, Checks 133014 through 133381, in the total amount of $4,162,973.86. The motion carried unanimously.

8. Approval of Treasurer's Report for the period ending March 31, 2012

MOTION: It was moved by Councilmember Pulido and seconded by Councilmember Chen to approve the Treasurer's Report for the period ending March 31, 2012. The motion carried unanimously.

9. Approval of Minutes

9A. City Council Regular Meeting of April 12, 2012

MOTION: It was moved by Councilmember Pulido and seconded by Councilmember Chen to approve the City Council Regular Meeting Minutes of April 12, 2012. The motion carried unanimously.

10. Miscellaneous

10A. Consideration and award of Bid No. 1134-12, Cerritos Center for the Performing Arts Lettershop and Mailing Services

MOTION: It was moved by Councilmember Pulido and seconded by Councilmember Chen to approve that Bid No. 1134-12 be awarded to Orange County Direct Mail of Santa Ana for the Cerritos Center for the Performing Arts Lettershop and Mailing Services. The motion carried unanimously.

10B. Reappointment of Mayor's appointment to the Oversight Board of the Successor Agency to the City of Cerritos Redevelopment Agency

MOTION: It was moved by Councilmember Pulido and seconded by Councilmember Chen to approve the repeal of the appointment of City Manager Art Gallucci and appoint Assistant City Manager Kathy Matsumoto as a representative of the employees of the former Redevelopment Agency to the Successor Agency Oversight Board in accordance with the terms and provisions set forth within AB 1X 26. The motion carried unanimously.

END OF CONSENT CALENDAR

NEW AND OLD BUSINESS

11A. A proposal by Penske Chevrolet, on behalf of property owner PC Cerritos Realty, LLC, for an addition to the existing office and showroom building by way of enclosing the existing covered outdoor display area, remodel of the interior and exterior of the existing general office and showroom building, and refurbishment of existing landscaping throughout the property located at 18605 Studebaker Road. The subject property is zoned Development Area Five (ADP-5) (APN 7038-011-011).

A staff report was given by Sandy Cisneros, Senior Planner. A PowerPoint Presentation was displayed.

Mayor Edwards opened the public hearing and called for public testimony.

Amat Tajudin, EBTA Architects, representing the applicant, acknowledged that he would be available to answer any questions from the Council.

Noting there were no further individuals who elected to provide public testimony, Mayor Edwards closed public testimony and the public hearing.

MOTION: It was moved by Mayor Pro Tem/Vice Chair Barrows and seconded by Council/Agency Member Pulido to approve Precise Plan 79-6(B)(2012) Amendment, making the findings set forth in Cerritos Planning Commission Resolution No. 2012-15. . The motion carried unanimously

12A. Review and consideration of Pickleball courts at Westgate Park

A staff report was provided by Greg Breg, Director of Community and Safety Services.

Mayor Edwards noted there were two pieces of written correspondence that were submitted to the City Clerk's Office relative to this item: 1) Correspondence dated April 19, 2011 received from Kit Snider and various residents, and 2) Correspondence dated April 23, 2011 received from William Cole and Gary Cloninger.

Barbara Karhyana and her grandchildren, spoke in favor of providing a dedicated Pickleball court.

Thomas Taylor, resident, spoke in favor of preserving the tennis court at Westgate Park and in support of Option 4 as presented by staff.

Jerrilynn Cabula-Ruiz, resident, spoke in favor of providing a dedicated Pickleball court.

Asia Chu, resident, spoke in favor of providing a dedicated Pickleball court.

Hanna Del Rosario, resident, spoke in favor of preserving the tennis court at Westgate Park.

Robert Fernandez, resident, spoke in favor of preserving the tennis court at Westgate Park.

Kumar Dandeleas, resident, spoke in favor of a dedicated Pickleball court at Westgate Park.

Jonathon Cordero, resident, spoke in favor of a dedicated Pickleball court at Westgate Park.

Katherine Chu, resident, spoke in favor of a dedicated Pickleball court at Westgate Park.

Michael Cavanaugh, Norwalk resident, spoke in favor of a dedicated Pickleball court.

Stacie Peterson spoke in favor of a dedicated Pickleball court.

Ginny Adams spoke in favor of a dedicated Pickleball court.

Gail Grossman, resident, spoke in favor of a dedicated Pickleball court.

Chris Foster, resident, spoke in favor of a dedicated Pickleball court.

Roger Lidabe, resident, spoke in favor of preserving the tennis court at Westgate Park.

Jo Redman, Cypress resident, spoke in favor of a dedicated Pickleball court.

Kit Snider, resident, spoke in favor of a dedicated Pickleball court at Westgate Park.

Jeffrey Dohzen, resident, spoke in favor of a dedicated Pickleball court at Westgate Park.

Albert Hong, resident, spoke in favor of a dedicated Pickleball court at Westgate Park.

Gary Kloninger, resident, spoke in favor of preserving the tennis court at Westgate Park and suggested converting the basketball court as a dedicated Pickleball court.

Bill Cole, resident, spoke in favor of preserving the tennis court at Westgate Park

Rusty Mangoba, resident, spoke in favor of preserving the tennis court at Westgate Park.

MOTION: It was moved by Councilmember Chen and seconded by Councilmember Pulido to approve Option 4 - Scheduling of pickleball drop-in play time at the Community Gymnasium at Whitney High School with the following additions: scheduling of additional playtime including weekends, that staff will be responsible for equipment set up at the Liberty Park temporary pickleball courts, that staff will research the safety of the flooring for indoor pickleball play, and that there will be six (6) pickleball courts at Whitney High School and two (2) pickleball courts at Liberty Park. The motion carried unanimously.

CONSENSUS (Cho): Direct staff to negotiate with the ABC School District regarding potential pickleball play at Tracy High School.

13. Report on Pending Legislation

None.

14. City Council Communications/Committee Reports/Report on Meetings.

Reports were provided by Councilmembers Chen, Cho, Pulido, Mayor Pro Tem Barrows, and Mayor Edwards.

CONSENSUS (Chen): Direct staff to provide a memo to Council regarding the status of healthy choices in the City vending machines.

15. ADJOURNMENT

The meeting adjourned at 11:24 p.m. in honor of 1st CEB Marine Alex Martinez.
