MINUTES OF A JOINT SPECIAL MEETING OF THE
CITY COUNCIL AND THE CITY COUNCIL
AS THE SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY HELD MARCH 15, 2012
1. CALL TO ORDER
The Joint Special Meeting of the City Council and the City Council as the Successor Agency to the Redevelopment Agency was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.
2. INVOCATION
The invocation was offered by Abraham Ho, Church of Cerritos.
3. PLEDGE OF ALLEGIANCE
Cerritos Boy Scout Troop 693 led the assembly in the salute to the flag.
4. ROLL CALL
The City Clerk noted attendance of the following Members of the City Council/Successor Agency:
Council/Agency member Bruce Barrows
Council/Agency member Joseph Cho, Ph.D.
Council/Agency member Mark Pulido
Mayor Pro Tem/Vice Chair Jim Edwards
Mayor/Chair Carol Chen
5. PUBLIC COMMENTS AND SUGGESTIONS
Frank Yokohama congratulated Mayor Chen and the Council on their successful past year.
6. INTRODUCTIONS
Mayor/Chair Chen recognized elected and appointed dignitaries and representatives in the audience and thanked them for attending the meeting.
Council/Agency members introduced family and friends in attendance.
Mayor/Chair Chen introduced her family in attendance.
A video highlighting the accomplishments and activities of Mayor/Chair Chen's year as Mayor (2011-2012) was presented.
7. CITY COUNCIL/SUCCESSOR AGENCY REORGANIZATION
At this juncture, Mayor/Chair Chen vacated her position as Mayor/Chair. City Clerk Barone declared the office of Mayor/Chair vacant and called for nominations for the office of Mayor/Chair.
Council/Agency member Barrows presented the qualifications of and nominated Mayor Pro Tem Jim Edwards for the office of Mayor/Chair. There were no other nominations. The City Clerk closed the nominations and declared Jim Edwards elected to the office of Mayor/Chair by acclamation.
The office of Mayor Pro Tem/Vice Chair was declared vacant by Mayor/Chair Edwards and he called for nominations for the office of Mayor Pro Tem/Vice Chair.
Council/Agency member Chen presented the qualifications of and nominated Council/Agency member Barrows for the office of Mayor Pro Tem/Vice Chair. There were no other nominations. Mayor/Chair Edwards closed the nominations and declared Bruce Barrows elected to the office of Mayor Pro Tem/Vice Chair by acclamation.
8. COMMENTS FROM NEWLY DESIGNATED MAYOR/CHAIR
Mayor/Chair Edwards made brief comments.
9. NEWLY DESIGNATED MAYOR/CHAIR MAKES PRESENTATION TO IMMEDIATE PAST MAYOR/CHAIR
Mayor/Chair Edwards invited immediate past Mayor/Chair Chen to the presentation area and presented her with a plaque and scrapbook in recognition of her year as Mayor/Chair.
10. PRESENTATIONS FROM SPECIAL GUESTS
Various dignitaries and representatives from local and regional agencies made presentations to outgoing Mayor/Chair Chen.
11. NEW MAYOR/CHAIR AND COUNCILMEMBER COMMENTS
Mayor/Chair Edwards thanked the Council/Agency for the opportunity to serve as Mayor/Chair and commented briefly on the year ahead.
Comments were also made by Mayor Pro Tem Barrows and Council/Agency members Chen, Cho and Pulido.
12. MAYOR'S INVITATION TO RECEPTION
Mayor/Chair Edwards invited those in attendance to a reception at the Cerritos Center for the Performing Arts.
13. ADJOURNMENT
There being no further business to come before the Council/Agency, the meeting was duly adjourned by the Mayor/Chair at 8:50 p.m.
