MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF CERRITOS
HELD MAY 9, 2011
1. CALL TO ORDER
The meeting was called to order at 7:04 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.
2. INVOCATION
Elder David Montgomery with the Church of Jesus Christ of Latter-Day Saints offered the invocation.
3. PLEDGE OF ALLEGIANCE
Boy Scout Troop 1005 led the assembly in the salute to the flag.
4. ROLL CALL
The following Members of the City Council were in attendance:

5. PRESENTATIONS
Proclamations/Presentations were made as follows:
Proclamations presented to Esther Wu (Girl Scout Gold Award), Jaegun Ahn (Eagle Scout Court of Honor), Ronak Joshi (Eagle Scout Court of Honor), Mitchell Kim (Eagle Scout Court of Honor), Yukiko and Richard Elegino (organizers of the 3.11 Japan Relief concert), designating May 2011as “Physical Fitness and Sports Month” and “National Aquatic Safety Month”.
6. PUBLIC COMMENTS AND SUGGESTIONS
Jim Weisberger expressed concern regarding the comments made at the April 28, 2011 meeting related to the employee bargaining unit item.

7A. Approval of Register of Demands
MOTION: It was moved by Councilmember Barrows and seconded by Mayor Pro Tem Edwards to approve the Register of Demands dated May 9, 2011, Checks 124877 through 125237 in the total amount of $2,148,176.03. The motion carried unanimously.
8A. Approval of Minutes
MOTION: It was moved by Councilmember Barrows and seconded by Mayor Pro Tem Edwards to approve the Minutes of the Regular Meeting of April 28, 2011.
9. Approval of Treasurer's Report for the period ending March 31, 2011
MOTION: It was moved by Councilmember Barrows and seconded by Mayor Pro Tem Edwards to approve the Treasurer’s Report for the period ending March 31, 2011. The motion carried unanimously.

10A. Ordinance for second reading and adoption. (Full reading of ordinance waived at

ORDINANCE NO. 960 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CERRITOS AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY COUNCIL OF THE CITY OF CERRITOS AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM.
Councilmember Pulido requested that this item be pulled from the Consent Calendar for separate consideration.
MOTION: It was moved by Councilmember Barrows and seconded by Mayor Pro Tem Edwards to approve ORDINANCE NO. 960 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CERRITOS AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY COUNCIL OF THE CITY OF CERRITOS AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM. The item was approved pursuant to the following roll call vote:

PUBLIC WORKS ACTIVITIES
11A. Consideration and award of contract for the design and construction of a photovoltaic system at the Cerritos Corporate Yard, Phase 2, Project No. 12106, Bid No. 1112-11.
Kanna Vancheswaren, Assistant City Engineer, provided a report and PowerPoint Presentation.
MOTION: It was moved by Councilmember Pulido and seconded by Councilmember Cho to award a contract to Sunwize Technologies, Inc. in the amount of $725,959 for the design and construction of a photovoltaic system at the Cerritos Corporate Yard, Project No. 12106, Bid No. 1112-11, as amended to use excess funds for the upgrade of the additional solar panels. The motion carried unanimously.
11B. A review of a Los Angeles County Department of Public Works project design concept to provide bikeway improvements for the San Gabriel River Bicycle Trail at 183rd Street.
Kanna Vancheswaren, Assistant City Engineer, provided a report and PowerPoint Presentation.
Kenneth Cha, resident, expressed support for this bikeway project.
MOTION: It was moved by Councilmember Cho and seconded by Councilmember Pulido to direct staff to file the attached draft Los Angeles County Department of Public Works Project Design Concept to the provide bikeway improvements for the San Gabriel River Bicycle Trail at 183rd Street. The motion carried unanimously.
NEW AND OLD BUSINESS
12A. Consideration of the addition of an electronic book collection to the Cerritos
Library.
Don Buckley, City Librarian, provided a report.
Kenneth Cha, resident, requested a demonstration of the new service.
Jim Yee, resident, expressed concern regarding the cost of the service.
MOTION: It was moved by Councilmember Barrows and seconded by Councilmember Pulido to 1) authorize staff to contract for downloadable electronic book (eBook) services from Overdrive, in the amount of $10,000 per year for a period of three years, with a $3,000 annual credit for the purchase of eBooks and audiobooks and 2) authorize the expenditure of $15,000 for additional eBooks and downloadable audiobooks. The motion passed unanimously.
13. REPORT ON PENDING LEGISLATION
Art Gallucci, City Manager, reported on the status of the lawsuit regarding Redevelopment Agency payments and noted that the City’s Redevelopment Agency would be making a payment of $2,450,000 to the state on May 10, 2011.
14. CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS/REPORT ON
MEETINGS
Councilmembers Barrows, Cho, Pulido, Mayor Pro Tem Edwards, and Mayor Chen provided reports on their recent conference attendance and community meetings.
CONSENSUS (Barrows): Council directed staff to conduct a study of all service departments to determine the cost/benefit of contracting certain services.
