MINUTES OF A JOINT SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF CERRITOS AND THE CERRITOS REDEVELOPMENT AGENCY HELD MARCH 16, 2011
CALL TO ORDER
The Joint Special Meeting of the City Council and Redevelopment Agency was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.
INVOCATION
The invocation was offered by Charles Ara, longtime Cerritos resident.
PLEDGE OF ALLEGIANCE
Mimi Song, California Commission on Asian and Pacific Islander American Affairs, led the assembly in the salute to the Flag.
ROLL CALL
The City Clerk noted attendance of the following Members of the City Council/Redevelopment Agency:
Councilman/Member Bruce Barrows
Councilwoman/Member Carol Chen
Councilman/Member Jim Edwards
Mayor Pro Tem/Vice Chair Laura Lee
Mayor/Chair Joseph Cho, Ph.D.
PUBLIC COMMENTS AND SUGGESTIONS
There were no public comments.
INTRODUCTIONS
The Mayor/Chair recognized elected and appointed dignitaries and representatives in the audience and thanked them for attending the meeting.
Councilmembers/Members introduced family and friends in attendance.
Various dignitaries and representatives from regional agencies made presentations to outgoing Mayor Pro Tem/Vice Chair Lee.
Mayor/Vice Chair Cho then presented outgoing Mayor Pro Tem/Vice Chair Lee with a plaque and scrapbook in recognition of her years as a Cerritos Councilwoman and her year as Mayor Pro Tem/Vice Chair.
Mayor Pro Tem/Vice Chair Lee reflected on her time in office, recognized members of her family and reflected on her years in office. She then vacated her position at the dais.
OATH OF OFFICE
Interim City Clerk Barone administered the Oath of Office to Councilmembers-elect Bruce Barrows, Joseph Cho, and Mark Pulido, and they assumed their seats at the dais.
CITY COUNCIL/REDEVELOPMENT AGENCY REORGANIZATION
At this juncture, Interim City Clerk Barone declared the office of Mayor/Chair vacant and called for nominations for the office of Mayor/Chair.
Councilman/Member Barrows presented the qualifications of and nominated Carol Chen for the office of Mayor/Chairman. The nomination was seconded by Councilman/Member Edwards. There were no other nominations. The City Clerk closed the nominations and declared Carol Chen elected to the office of Mayor/Chairman by acclamation.
The office of Mayor Pro Tem/Vice Chair was declared vacant by Mayor/Chair Chen and she called for nominations for the office of Mayor Pro Tem/Vice Chair.
Councilman/Member Barrows presented the qualifications of and nominated Councilman/Member Edwards for the office of Mayor Pro Tem/Vice Chairman. The nomination was seconded by Councilman/Member Pulido. There were no other nominations. The Mayor/Chair closed the nominations and declared Jim Edwards elected to the office of Mayor Pro Tem/Vice Chairman by acclamation.
COMMENTS FROM NEWLY DESIGNATED MAYOR/CHAIR
Mayor/Chair Chen thanked the Council/Agency for the opportunity to serve as Mayor/Chair and commented briefly on the year ahead.
Newly elected Councilmembers Barrows, Cho, and Pulido commented on the recent election and their election to the City Council.
PRESENTATION TO OUTGOING MAYOR/CHAIR
Mayor/Vice Chair Chen presented outgoing Mayor/Chair Cho with a plaque and scrapbook in recognition of his year as Mayor/Chair.
Various dignitaries and elected officials or their representatives presented outgoing Mayor/Chair Cho with plaques and proclamations in recognition of his service to the community during his year as Mayor.
COMMENTS FROM THE MAYOR AND COUNCILMEMBERS
The Mayor/Chairman and Councilmembers/Members each offered general comments on the coming year.
ADJOURNMENT
There being no further business to come before the Council/Agency, the meeting was duly adjourned by the Mayor/Chair at 9:45 p.m.
