Cerritos City Council Meeting Minutes

MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF CERRITOS
HELD JANUARY 27, 2011

CALL TO ORDER

The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

INVOCATION

Reverend Dr. Brian Suk-Boo Lee with the Artesia-Cerritos United Methodist Church offered the invocation.

PLEDGE OF ALLEGIANCE

Boy Scout Troop 72 led the assembly in the salute to the flag.

ROLL CALL

The following Members of the City Council were in attendance:

Councilwoman Carol Chen
Councilman Jim Edwards
Mayor Pro Tem Laura Lee
Mayor Joseph Cho, Ph.D.

PRESENTATIONS

The Los Angeles County Economic Development Corporation (LAEDC) presented the City with a scroll in honor of the “Most Business-Friendly City” award.

Proclamations were presented as follows:

In honor of achieving the rank of Eagle Scout: Jonathan Yueh Chun Lin.

In honor of the “Festival of Friendship”: Cerritos Chinese-American Senior Citizens Association, Cerritos Senior Dance Club, Chinese Culture Association of Southern California, Chinese Yunchi Dance Association of America, Da’ Hawaii Seniors Club, Happy Seniors of Cerritos, Philippine Society of Southeast Los Angeles, Tambobong Association, JC Culture Foundation, Southern California Philippine-US Veterans Association, and the Los Cerritos Center.

PUBLIC COMMENTS AND SUGGESTIONS

Roger Kline, Cerritos resident, expressed concerns regarding the City’s building permit process.

John Paul Drayer, Bellflower resident, expressed concerns regarding the at-large voting system in the Bellflower Unified School District. Mr. Drayer submitted supporting documents to the City Council for their review.


CONSENT CALENDAR

Approval of Register of Demands

MOTION: It was moved by Councilman Barrows and seconded by Councilman Edwards to approve the Register of Demands dated January 27, 2011, Checks 122180 through 122504, in the total amount of $5,081,031.09. The motion carried unanimously.

Approval of Minutes

MOTION: It was moved by Councilman Barrows and seconded by Councilman Edwards to approve the Minutes, as amended, of the Regular Meeting of January 13, 2011. The motion carried unanimously.

Ordinance for second reading and adoption. Reading of ordinance waived and ordinance adopted.

ORDINANCE NO. 957 – AN ORDINANCE OF THE CITY OF CERRITOS AMENDING CHAPTER 23.90, PRECISE PLANS – APPROVAL, OF THE CERRITOS MUNICIPAL CODE TO REQUIRE A PEDESTRIAN CIRCULATION PLAN A PART OF THE PRECISE PLAN APPLICATION FOR MAJOR CONSTRUCTION

MOTION: It was moved by Councilman Barrows and seconded by Councilman Edwards to waive reading of and adopt Ordinance No. 957 entitled AN ORDINANCE OF THE CITY OF CERRITOS AMENDING CHAPTER 23.90, PRECISE PLANS – APPROVAL, OF THE CERRITOS MUNICIPAL CODE TO REQUIRE A PEDESTRIAN CIRCULATION PLAN A PART OF THE PRECISE PLAN APPLICATION FOR MAJOR CONSTRUCTION. The motion passed unanimously.

PENDING LEGAL MATTERS

Consideration to waive reading of and adopt A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CERRITOS AND CERRITOS REDEVELOPMENT AGENCY IN OPPOSITION TO THE ADMINISTRATION’S PROPOSAL TO ABOLISH REDEVELOPMENT AGENCIES IN CALIFORNIA.

Assistant City Manager Kathy Matsumoto provided a report.

Ram Kakkar expressed concerns with the state budget.

MOTION: It was moved by Councilman Barrows and seconded by Councilwoman Chen to waive reading of and adopt Joint Resolution No. 2011-1 and Resolution No. CRA 2011-1 entitled A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CERRITOS AND CERRITOS REDEVELOPMENT AGENCY IN OPPOSITION TO THE ADMINISTRATION’S PROPOSAL TO ABOLISH REDEVELOPMENT AGENCIES IN CALIFORNIA. The motion carried unanimously.


PUBLIC WORKS ACTIVITIES

Consideration and award of a contract for the construction of street improvements in portions of South Street and Norwalk Boulevard, Project No. 14034, Bid No. 1106-11.

Assistant City Engineer Kanna Vacheswaran provided a report.

MOTION: It was moved by Mayor Pro Tem Lee and seconded by Councilman Edwards to award a contract in the amount of $643,102.28 for the construction of street improvements in portions of South Street and Norwalk Boulevard, Project No. 14034, Bid No. 1106-11, to Silvia Construction and reject all other bids. The motion carried unanimously.

NEW AND OLD BUSINESS

Consideration and Award of Bid No. 1107-11, Printing of the Cerritos Center for the Performing Arts 2011-2012 Season Brochures

Theater and Marketing Manager Annie Hylton provided a report.

MOTION: It was moved by Mayor Pro Tem Lee and seconded by Councilman Barrows that Bid No. 1107-11 for the printing of the Cerritos Center for the Performing Arts 2011-2012 Season Brochures and 1,500 additional order forms be awarded to Advantage Mailing, Inc. in the amount of $201,901.20. The motion carried unanimously.

A request by the 1st Combat Engineer Battalion (CEB) Adoption Committee to the Cerritos City Council to waive fees at the Ironwood Nine Golf Course for a fundraising event for the 1st CEB, previously adopted by the City of Cerritos.

Assistant City Manager Kathy Matsumoto provided a report.

Councilwoman Chen suggested that this item be considered as part of the annual budget process.

CONSENSUS (Chen): Directed staff to add this item to the annual budget process for the Council’s review.

MOTION: It was moved by Councilman Edwards and seconded by Mayor Pro Tem Lee to approve the use of the Ironwood Nine Golf Course, as requested by the 1st CEB Adoption Committee for the date of Saturday, October 8, 2011 and waive all related fees. The motion carried unanimously.

REPORT ON PENDING LEGISLATION

City Manager Art Gallucci advised the Council that staff would be closely following the status of the Governor’s state budget proposal.


CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS/REPORT ON MEETINGS

Councilman Edwards made the following announcement: Festival of Friendship.

Councilwomen Chen made the following announcements: Southland Motor Cars 35th Anniversary and Installation, condolences to the family of Gail Grossman, and the February 3rd Lunar New Year – the Year of the Golden Rabbit.

Councilman Barrows made the following announcements: Southland Motor Car 35th Anniversary and Installation, Grand Opening for the Elbows Mac n’ Cheese Restaurant, Stormwater litigation issues, and freedom of speech issues at the State level.

Mayor Pro Tem Lee made the following announcements: Chronic Taco Grand Opening, thanked the 1st CEB volunteers, Mimi’s Restaurant fundraiser, and the February 3rd Lunar New Year.

Mayor Cho made the following announcements: State budget issues, March 8, 2011 General Municipal Election, Martin Luther King, Jr. Day ceremony, Indian Republic Day Celebration, Meritorious Marine Ceremony, Our Lady of Fatima special event, 1st CEB Adoption Event, the Festival of Friendship, and read a letter from a resident commending the Code Enforcement Division.

ADJOURNMENT

The meeting adjourned at 8:59 p.m. in memory of Herman Alevy, Carmen Hews and Patricia Robinson.
