Cerritos City Council Meeting Minutes

MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF CERRITOS
HELD MARCH 11, 2010

CALL TO ORDER

The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

INVOCATION

Councilman Jim Edwards offered the invocation.

PLEDGE OF ALLEGIANCE

Camp Fire Clubs Ta Ku Ya Te and Flying Falcons led the assembly in the salute to the flag.

ROLL CALL

The following Members of the City Council were in attendance:

The excused absence of Councilman Bruce Barrows was noted.

PRESENTATIONS

Proclamations were presented to Camp Fire Clubs Ta Ku Ya Te and Flying Falcons in recognition of the 100th birthday of Camp Fire USA on March 17, 2010; and to Jeepney Asian Grill for being selected as part of the City's Business Recognition Program.

PUBLIC COMMENTS AND SUGGESTIONS

Derrick Alatorre, representing the South Coast Air Quality Management District (SCAQMD), thanked the City for using AB 2766 funds to purchase alternative fuel vehicles and for cable casting the informational video regarding the AQMD's A World We Can Change – A Clean Air Conference & Expo for High School Students scheduled for May 27 at the Los Angeles Convention Center.

Cindy Yen Chen, Cerritos resident, announced the Spring Festival Celebration on March 13 at Cerritos College co-sponsored by the Cerritos Chinese School and Cerritos College.

Kenny Le, Cerritos resident, announced two Whitney High School Foundation events at Whitney High School:  Yard Sale on March 13 and Casino Royale Night on March 20.

CONSENT CALENDAR

Approval of Register of Demands

MOTION:  It was moved by Councilman Edwards and seconded by Mayor Pro Tem Lee to approve the Register of Demands dated March 11, 2010, Checks 114883 through 115170, in the total amount of $9,712,577.31.  The motion carried, with Councilman Barrows absent.

Approval of Minutes

MOTION:  It was moved by Councilman Edwards and seconded by Mayor Pro Tem Lee to approve the Minutes of the Regular Meeting of February 25, 2010.  The motion carried, with Councilman Barrows absent.

PUBLIC HEARING

Review and consideration of a purchase agreement between the Cerritos Redevelopment Agency (Agency) and the Lamar Trust for the Agency's purchase of real property located at 18201 Studebaker Road in the Los Cerritos Redevelopment Project Area and authorizing the execution of said purchase agreement (APN 7034-017-031).

Title to the public hearing item was read, the public hearing was opened, and staff report presented.

In response to City Council inquiry, staff responded that the property is in satisfactory condition; with regard to Page 24, Rider No. 6, (t), it was noted that the City is not prepared to move forward with the lease and the item would be waived; with regard to page 21, #13, related to first right of refusal for Chrysler Corp., it was pointed out that this item would be extinguished in its entirety and free and clear of title; and that the acquisition would move forward without the lease, which is being negotiated separately.

Interested parties were invited to present testimony.  There was no response and the public hearing was closed.

MOTION:  It was moved by Councilwoman Chen and seconded by Councilman Edwards to authorize the City Manager/Executive Director to execute and take all necessary steps to finalize the Purchase Agreement between the Cerritos Redevelopment Agency and the Lamar Trust for the Agency's purchase of real property located at 18201 Studebaker Road in the Los Cerritos Redevelopment Project Area (APN 7034-017-031), as recommended in the staff report dated March 11, 2010.  The motion carried, with Councilman Barrows absent.

NEW AND OLD BUSINESS

Consideration of an informational report to the Cerritos City Council regarding the 2010 United States Census.

MOTION:  It was moved by Councilman Edwards and seconded by Mayor Pro Tem Lee to receive and file the staff report dated March 11, 2010 entitled An informational report to the Cerritos City Council regarding the 2010 United States Census.  The motion carried, with Councilman Barrows absent.

PENDING LEGISLATION

Assistant City Manager Matsumoto presented information pertaining to potential legislation regarding Southern California Association of Governments land use reform measures and sales tax revenue, noting that this could negatively impact the City and would be monitored closely by staff.

CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS/REPORT ON MEETINGS

At the request of the City Council, Community Development Director Contreras provided a status report on a community meeting conducted by the County of Los Angeles with regard to proposed development regulations for the unincorporated area near the intersection of 166th Street and Gridley Road.

Councilwoman Chen noted her participation in Student Government Day on February 26 and her attendance at the ABC Unified School District Parent Leadership Conference on March 6; dedication of the Cerritos Sheriff's Station/Community Safety Center Expansion on March 6; and Community Read-Aloud Program with 3rd graders at Melbourne Elementary School on March 9.  She noted that the Orange County Chapter of Links Incorporated and the National Black MBA Association, Inc. would be co-hosting authors at the Cerritos Library as part of its Inspiration, Imagination and Intrigue:  Ingredients for a Good Read event.

Councilman Edwards congratulated Mayor Cho and Mayor Pro Tem Lee on their recent selection as Mayor and Mayor Pro Tem, respectively.  He noted his participation at the Student Government Day event co-sponsored by the Cerritos Regional Chamber of Commerce, ABC Unified School District and City of Cerritos; Read-Aloud Program with 3rd graders at Gonsalves Elementary School; dedication of the Cerritos Sheriff's Station/Community Safety Center Expansion on March 6; and the American Red Cross Home Town Heroes event at which Cerritos residents were presented with proclamations and medallions of honor.

Mayor Pro Tem Lee commented on the outdoor exercise equipment project at Regional Park sponsored by Los Angeles County Supervisor Don Knabe.

CONSENSUS:  At the suggestion of Mayor Pro Tem Lee, staff was directed to prepare a proclamation recognizing March 30 as Welcome Home Vietnam Veterans Day in the City of Cerritos.

Mayor Cho thanked the City Council for their support and offered comments on his coming year as Mayor, noting that he looked forward to working together with the Councilmembers for a better future for Cerritos.

ADJOURNMENT

The meeting adjourned at 8:10 p.m.
