Cerritos City Council Meeting Minutes

MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF CERRITOS
HELD JULY 12, 2007
 

CALL TO ORDER

The meeting was called to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

INVOCATION

Reverend Dr. Keith Tanis of New Life Community Church offered the invocation.

PLEDGE OF ALLEGIANCE

Mayor Pro Tem Edwards led the assembly in the salute to the flag.

ROLL CALL

The City Clerk noted attendance of the following Members of the City Council:

Mayor Laura Lee

The excused absence of Councilman John Crawley was noted.

CONSENT CALENDAR ITEMS

Approval of Register of Demands

MOTION:  It was moved by Councilman Barrows and seconded by Mayor Pro Tem Edwards to approve the Register of Demands dated July 12, 2007, Checks 91912 through 92240, in the total amount of $15,104,804.45.  The motion carried with Councilman Crawley absent.

Approval of Minutes

MOTION:  It was moved by Councilman Barrows and seconded by Mayor Pro Tem Edwards to approve the Minutes of the June 28, 2007 Regular City Council Meeting. 

The motion carried with Councilman Crawley absent.

Ordinances for second reading and adoption.  Reading of ordinances waived and ordinances adopted.

ORDINANCE NO. 924 – AN ORDINANCE OF THE CITY OF CERRITOS DESCRIBING THE CERRITOS REDEVELOPMENT AGENCY’S PROGRAM TO ACQUIRE REAL PROPERTY BY EMINENT DOMAIN WITH RESPECT TO THE REDEVELOPMENT PLAN FOR THE LOS CERRITOS REDEVELOPMENT PROJECT AREA.

MOTION:  It was moved by Councilman Barrows and seconded by Mayor Pro Tem Edwards to waive reading of and adopt Ordinance No. 924.  The motion carried by the following vote:

AYES:          Councilmembers        -     Barrows, Cho, Edwards, Lee

NOES:          Councilmembers        -     None

ORDINANCE NO. 925 – AN ORDINANCE OF THE CITY OF CERRITOS DESCRIBING THE CERRITOS REDEVELOPMENT AGENCY’S PROGRAM TO ACQUIRE REAL PROPERTY BY EMINENT DOMAIN WITH RESPECT TO THE REDEVELOPMENT PLAN FOR THE LOS COYOTES REDEVELOPMENT PROJECT AREA.

MOTION:  It was moved by Councilman Barrows and seconded by Mayor Pro Tem Edwards to waive reading of and adopt Ordinance No. 925.  The motion carried by the following vote:

PENDING LEGAL MATTERS

Consideration to waive reading of and introduce AN ORDINANCE OF THE CITY OF CERRITOS AMENDING CHAPTER 10.12 OF TITLE 10 OF THE CERRITOS MUNICIPAL CODE BY ADDING SECTION 10.12.020 REGULATING LOADING AND UNLOADING SCHOOL CHILDREN ON ROADWAYS NEAR SCHOOLS.

MOTION:  It was moved by Councilman Barrows and seconded by Mayor Pro Tem Edwards to waive reading of and introduce Ordinance No. 926 entitled:

ORDINANCE NO. 926 - AN ORDINANCE OF THE CITY OF CERRITOS AMENDING CHAPTER 10.12 OF TITLE 10 OF THE CERRITOS MUNICIPAL CODE BY ADDING SECTION 10.12.020 REGULATING LOADING AND UNLOADING SCHOOL CHILDREN ON ROADWAYS NEAR SCHOOLS.

The motion carried by the following vote:

NEW AND OLD BUSINESS

Consideration and award of Bid No. 1053-07, printing of the Cerritos Center for the Performing Arts 2007-2008 Seasonal Calendars.

MOTION:  It was moved by Councilman Barrows and seconded by Councilman Cho to award Bid No. 1053-07 for the printing of the Cerritos Center for the Performing Arts 2007-2008 seasonal calendars to Colographics, Inc. in the amount of $136,070.71, including the add/alternate for a second calendar; and if the second calendar is not printed, the expenditure will be $94,226.96.  The motion carried with Councilman Crawley absent.

Consideration and award of Bid No. 1054-07, printing of the Cerritos Center for the Performing Arts 2007-2008 On Stage Programs.

MOTION:  It was moved Councilman Barrows and seconded by Councilman Cho to award Bid No. 1054-07 for the printing of the Cerritos Center for the Performing Arts 2007-2008 On Stage programs to Meridian Graphics in the amount of $75,016.17.  The motion carried with Councilman Crawley absent.

Review and consideration of policy that will serve as a guide in accepting donated artwork/collectibles for public display in the City of Cerritos.

MOTION:  It was moved by Councilman Barrows and seconded by Mayor Pro Tem Edwards to approve the City of Cerritos Policy for Accepting Donated Artwork/Collectibles, as contained in the staff report dated July 12, 2007.  The motion carried with Councilman Crawley absent.

Consideration of renewal of agreement between the City of Cerritos and Law Offices of Dapeer, Rosenblit and Litvak, LLP, for code enforcement services for the period of July 1, 2007 through June 30, 2008.

MOTION:  It was moved by Mayor Pro Tem Edwards and seconded by Councilman Cho to approve an Amendment to Agreement for Services extending the contract between the City of Cerritos and Dapeer, Rosenblit and Litvak, LLP, for legal services to assist with code enforcement and community development activity for the period of July 1, 2007 through June 30, 2008 and authorize the City Manager to sign the contract. The motion carried with Councilman Crawley absent.

REPORT ON PENDING LEGISLATION

The City Manager indicated staff was monitoring bills related to planning and water.

CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS/REPORT ON MEETINGS

Councilman Barrows suggested posting the budget and charter on the City's website; discussed the Loveland, Colorado sculpture festival, suggesting that the Fine Arts and Historical Commission study and forward recommendations to the City Council on a sculpture festival in Cerritos; noted that the no parking/street sweeping signage on El Rancho Verde may be obstructed by a tree and asked staff to look into the possibility of adjusting the sign; and commended all those involved in the Let Freedom Ring celebration, suggesting a longer fireworks display and the use of high definition fireworks next year.

CONSENSUS:  It was the consensus of the City Council to direct staff to post the City budget and charter on the City's website.

CONSENSUS:  It was the consensus of the City Council to direct the Fine Arts and Historical Commission to study and forward recommendations to the City Council on a sculpture festival in Cerritos.

Councilman Cho referenced the City's smoking prohibition in parks and suggested extending the prohibition to the Cerritos Iron-Wood Nine Golf Course; and commented on the Sister City luncheon with representatives of Banciao, Taiwan.  He referenced testimony at the last meeting by a City commissioner, noting that according to the City Attorney a commissioner or committee member can express his/her own opinion on an item that was discussed at the commission/committee meeting.

CONSENSUS:  It was the consensus of the City Council to direct that the Parks and Recreation Commission review the smoke-free park ordinance and report back regarding the prohibition of smoking at the Cerritos Iron-Wood Nine Golf Course.

Mayor Pro Tem Edwards commented on the Relay for Life event; and commended everyone involved with the Let Freedom Ring celebration, noting that the City hosted representatives of the United States Marine Corps 1st Combat Engineer Battalion.

Mayor Lee thanked staff for their efforts regarding the Let Freedom Ring celebration, noting that feedback for a longer fireworks show had been received; discussed the hosting of representatives from the Sister City of Banciao, Taiwan; reported on the success of the Relay for Life event and recognized event participant, USC student and City resident Michael Lee for his 24-hour walk; announced that the Sanitation District is hosting a toxic/e-waste collection at Cerritos College parking lot C-1 on Saturday, July 21, from 9 a.m. to 3:00 p.m.; and suggested staff conduct a study concerning a second indoor swimming pool for the City.

CONSENSUS:  It was the consensus of the City Council to direct staff to conduct a study and report back to the City Council regarding the feasibility of a second indoor swimming pool for the City.

There being no further business to come before the City Council, the meeting adjourned at 7:50 p.m.
