MINUTES OF A JOINT SPECIAL MEETING OF THE CERRITOS CITY COUNCIL AND THE CERRITOS REDEVELOPMENT AGENCY HELD JUNE 12, 2007
CALL TO ORDER
The joint special meeting was called to order at 6:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

Mayor Pro Tem Edwards led the assembly in the salute to the flag.

There was no response to an invitation for public comments.
MATTERS FOR DISCUSSION AND/OR CONSIDERATION
Discussion and consideration of the proposed Combined Financial Program for the City of Cerritos and Cerritos Redevelopment Agency for Fiscal Year 2007-2008.
City Manager/Executive Director Gallucci provided introductory comments and a general overview of conditions affecting the budgeting process. He presented slides in conjunction with the budget letter and reviewed the Statement of Fund Balances and Reserves, Revenues by Funds and Sources/Bond Interest and Redemption, Departmental Operating Budgets, and Capital Improvement Program.
Departmental Operating Budgets
Object Code 53070—Reimbursed Mileage
All Activity Codes
Staff was directed to report back at the time of final approval of the budget on reimbursing mileage at the IRS rate, taking into consideration union meet and confer ramifications and applicability to certain commissions on travel outside of the City; and authorizing staff to meet and confer with the union on this subject matter, only.
Object Code 63411—Community Programs
Activity Code 421—Community Participation
Staff was directed to provide a memorandum with additional details regarding the proposed expenditures, including the level of participation of other cities in instances where other cities do participate.
Capital Improvement Program
Project 10026—Frontier Park/Wittman School Fence
The City Council directed that when the agreement with the ABC Unified School District for Project 10026 is presented to the City Council, this agreement contain a provision that would protect the City against any loss arising from changes to and/or loss of the fence or use of the fields within a specified time period.
Project 10073—Playground Equipment Replacement
Staff was directed to report back at the time of final approval of the budget on replacing the park swings that were removed as a result of state requirements related to placement of swings, while ensuring that these regulations are complied with when the swings are replaced.
Projects 42123/72123—"ABC" Administration Office
Staff was directed to report back at the time of final approval of the budget with a
55-year projection of Cerritos-area private sector office rents as well as for this specific office building.
Project 72103—Sheriff Station Expansion
In the project description, staff was directed to change the number "5,000" to "9,000" to more accurately reflect the square footage of the expansion.
Project 13086—Wheelchair Accessible Ramps
Staff was directed to report back at the time of final approval of the budget on how many wheelchair accessible ramps were installed this fiscal year and how many will be installed as part of proposed street improvement projects for the coming fiscal year.
Project 73015—Del Amo Boulevard Bridge at Coyote Creek
Staff was directed to provide the City Council with the priority list of funding requests for City projects that was provided to Congresswoman Linda Sanchez.
Project 15037—LED Retrofit
In the project description, staff was directed to delete the word "pilot."
