Cerritos City Council Meeting Minutes

MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF CERRITOS
HELD JULY 25, 2005

CALL TO ORDER

Mayor John Crawley called the meeting to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

INVOCATION

Councilwoman Laura Lee offered the invocation.

PLEDGE OF ALLEGIANCE

Councilman Jim Edwards led the assembly in the salute to the flag.

ROLL CALL

The City Clerk noted attendance of the following Members of the City Council:

Mayor Pro Tem Paul W. Bowlen
Mayor John F. Crawley

The absence of Councilwoman Gloria Kappe was noted.
 

PRESENTATIONS

Mayor Crawley presented proclamations to the representatives of the Southeast Los Angeles/Cerritos Adaptive Swim Team for their participation in the 2005 Special Olympics.

EMPLOYEE SERVICE AWARDS

The following employees were presented with service awards:

Martha Villanueva, Deputy City Clerk/Records Coordinator, City Clerk/Treasurer, Twenty-five Year Award; Teresita Dillon, Associate Planner, Community Development, Fifteen Year Award; and Eric Borunda, Tree Trimmer I, Public Works, Five Year Award.
 

PUBLIC COMMENTS AND SUGGESTIONS

Dolores Ellis and Evelyn Binsol, Cerritos residents, asserted that loitering, littering, alcohol consumption and drug activity occurs in the vicinity of Dugas Place and requested assistance from the City concerning the matter, and it was noted that staff would investigate the matter.

CONSENT CALENDAR ITEMS

Approval of Register of Demands

MOTION:  It was moved by Councilwoman Lee to approve the Register of Demands dated July 25, 2005, Checks 72920 through 72921, Checks 72922 through 73024 and Checks 73025 through 73250 in the total amount of $4,702,863.40.  The motion was seconded by Member Edwards and carried, with Councilwoman Kappe absent.

Approval of Minutes

MOTION:  It was moved by Councilwoman Lee and seconded by Councilman Edwards to approve the minutes of the regular meeting held July 14, 2005.  The motion carried, with Councilwoman Kappe absent.

PENDING LEGAL MATTERS

Consideration to waive reading of and adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CERRITOS AUTHORIZING SUBMITTAL OF APPLICATIONS TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR USED OIL AND HOUSEHOLD HAZARDOUS WASTE GRANT FUNDS.

RESOLUTION NO. 2005-27

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CERRITOS AUTHORIZING SUBMITTAL OF APPLICATIONS TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR USED OIL AND HOUSEHOLD HAZARDOUS WASTE GRANT FUNDS.

MOTION:  It was moved by Mayor Pro Tem Bowlen and seconded by Councilman Edwards to waive reading of and adopt Resolution No. 2005-27.   The motion carried, with Councilwoman Kappe absent.

NEW AND OLD BUSINESS

Review and Consideration of proposed sale of Avalon at Cerritos by Chancellor Village, LLC, to Vintage Senior Housing, LLC.

MOTION:  It was moved by Mayor Pro Tem Bowlen and seconded by Councilwoman Lee to approve Vintage Senior Housing, LLC, as the buyer of Avalon at Cerritos, subject to assignment and due diligence documentation acceptable to the City Manager/Executive Director; and authorize the use of City/Agency staff and legal counsel to facilitate the proposed sale as deemed necessary by the City Manager/Executive Director.  The motion carried, with Councilwoman Kappe absent.

Review and consideration of the proposed holiday decoration design for the Cerritos Auto Mall - Studebaker Road between South Street and the 605 freeway bridge, Auto Square Drive and 183rd Street from Studebaker Road west to the San Gabriel River Channel - Capital Project Number 44012.

MOTION:  It was moved by Mayor Pro Tem Bowlen and seconded by Mayor Crawley to approve the holiday decoration design as shown on Exhibit B in the staff report dated July 25, 2005 for Capital Improvement Project No. 44012; accept the $20,000 commitment toward the project from the Auto Mall Dealers Association; agree to request the Cerritos Auto Dealers Association to share in the annual costs for the maintenance, repair, storage and installation of the holiday decorations at a rate of fifty percent, and in the event the Association does not agree to the fifty percent rate of shared costs, authorize staff to negotiate a rate that is acceptable to both the City and the Cerritos Auto Dealers Association.  The motion carried, with Councilman Edwards dissenting and Councilwoman Kappe absent.

Councilman Edwards expressed a preference for Cerritos Auto Dealers Association to only be required to contribute towards the replacement costs of the existing holiday decorations.

Review and consideration of artwork to be located on the northeast corner of South Street and Carmenita Road (18930 Carmenita Road) for Somerset Homes, LLC in accordance with Chapter 22.94 of the Cerritos Municipal Code as it relates to the Art in Public Places Program (APN 7028-011-025).

MOTION:  It was moved by Councilwoman Lee and seconded by Councilman Edwards to approve the art piece titled "Balance" as depicted in the staff report dated July 25, 2005, to be located on the northeast corner of South Street and Carmenita Road.   The motion carried, with Councilwoman Kappe absent.

REPORT ON PENDING LEGISLATION

City Manager Gallucci reported on the status of the vehicle license fee payment from the State of California.

CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS

Mayor Pro Tem Bowlen inquired about and staff responded regarding parking restrictions on street sweeping days; and suggested that a day be designated for the disposal of household hazardous and electronic waste.

Councilman Edwards suggested an article in the Cerritos News reminding the community of the parking restrictions on street sweeping days and reported on his attendance at the City Wide Pride awards banquet.

Councilwoman Lee reported on her attendance at the Cerritos Synchronettes swim show at the Cerritos Olympic Swim Center.

ADJOURNMENT

There being no further business to come before the City Council, the meeting was adjourned at 7:55 p.m.
