Cerritos City Council Meeting Minutes

MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CERRITOS HELD FEBRUARY 10, 2005

CALL TO ORDER

Mayor Robert Hughlett called the meeting to order at 7:00 p.m. in the Council Chambers at Cerritos City Hall, 18125 Bloomfield Avenue, Cerritos, California.

INVOCATION

Councilwoman Gloria Kappe offered the invocation.

PLEDGE OF ALLEGIANCE

Mayor Pro Tem Crawley led the assembly in the salute to the flag.

ROLL CALL

The City Clerk noted attendance of the following Members of the City Council:

PRESENTATIONS

Mayor Hughlett and Cerritos Chamber of Commerce representatives recognized the following Shop Cerritos Holiday Drawing Winners: Second Prize Winner Veronica Jimenez of Norwalk; First Prize Winner Nancy Varoz of Norwalk; and Grand Prize Winner Christopher Chatman of Lakewood.

PUBLIC COMMENTS AND SUGGESTIONS

Merri Wheaton, Cerritos resident, offered a prayer.

Kathy Frazier, ABC Unified School District Director of Schools, invited the City Council and community to the ABC Unified School District’s 40th Anniversary celebration, Saturday, February 26, 2005, 12:00 p.m. to 3:00 p.m., at Cerritos High School.

Vic Norcia, Artesia resident, representing the Cerritos Valley Help Center and the Artesia/Cerritos Community Christmas Program, expressed appreciation for the City’s support and presented an overview of the Cerritos Valley Help Center 2004 Program Operational Report.

Paul Bellenbaum, Cerritos resident, suggested the installation of coin machines for a chance to win Cerritos 50th anniversary commemorative coins with a $50.00 value and suggested construction of a pedestrian bridge in the vicinity of Los Cerritos Center and nearby retail and restaurant uses.

Carl Olson, Cerritos resident, discussed a concern with cell phone reception within the vicinity of Cerritos Towne Center, and staff was directed to contact Mr. Olson.  

CONSENT CALENDAR ITEMS

Approval of Register of Demands

MOTION:  Councilwoman Kappe moved to approve the Register of Demands dated February 10, 2005, Checks 68250 through 68383 and Checks 68384 through 68574, in the total amount of $7,892,893.32. The motion was seconded by Mayor Pro Tem Crawley and unanimously carried.

Approval of Minutes

MOTION:  It was moved by Councilwoman Kappe to approve the Minutes of the January 27, 2005 Regular City Council meeting. The motion was seconded by Mayor Pro Tem Crawley and unanimously carried.

PUBLIC HEARINGS

A request by property owner, Parviz Kamali, P.O. Box 4559, Cerritos, California  90703, to remodel the south facade of an existing office building by replacing all second-story planters with wrought iron railing and stucco pilasters, and replacing all wood siding with a decorative stucco finish.  The existing office building is located at 13737 Artesia Boulevard, Cerritos, California 90703.  The subject site is zoned COP, Commercial Office Professional, and is located within the Los Coyotes Redevelopment Project Area (APN 7006-018-023).

Precise Plan 77-16(A)(2005) Amendment*

*Pursuant to Section 15301(a) of the California Environmental Quality Act (CEQA), this project is categorically exempt.

Title to the foregoing item was read, the public hearing opened, and staff called upon for a report.

Current Planning Manager Hamilton provided an overview of the staff report dated February 10, 2005.  She reviewed the location, aerial photo of the site, existing site conditions, elevations, site plans, floor plan, stucco pilaster screening, and signage.  In response to Council inquiry, Ms. Hamilton indicated that the Conditions of Approval address the removal of the freestanding leasing sign.

Interested parties were invited to present testimony.  There was no response and the public hearing was closed.

MOTION:  It was moved by Councilman Bowlen and seconded by Councilwoman Kappe that the City Council:

A.        Receive and file Cerritos Redevelopment Agency Conformity Report
            2005-3; and

B.         Approve Precise Plan 77-16(A)(2005) Amendment, making the findings set forth in Cerritos Planning Commission Resolution No. PC 2005-5;

as recommended in the staff report dated February 10, 2005.  The motion unanimously carried.

Consideration to waive reading of and introduce AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CERRITOS ADDING CHAPTER 10.42 OF TITLE 10 TO THE CERRITOS MUNICIPAL CODE RELATING TO PARKING IN ALLEYS.

Title to the foregoing item was read, the public hearing opened, and staff called upon for a report. 

Community and Safety Services Director Berg provided an overview of the proposed ordinance relating to parking in alleys as outlined in the staff report dated February 10, 2005.  He noted that the several resident complaints have been received regarding driveways and garages being blocked by vehicles parked in alleys prohibiting driveway access. 

It was pointed out that the proposed 10-minute passenger loading/unloading provision might not be sufficient, particularly for seniors.  Additional discussion ensued regarding publicizing the ordinance to the public in general and homeowner associations and businesses specifically.

Interested parties were invited to present testimony.  There was no response and the public hearing was closed.

MOTION FAILS:  Councilwoman Lee moved to modify the time restriction of loading or unloading of passengers to 20 minutes.  The motion was seconded by Councilwoman Kappe and failed, with Councilman Bowlen, Mayor Pro Tem Crawley and Mayor Hughlett dissenting.

ORDINANCE NO. 893

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CERRITOS ADDING CHAPTER 10.42 OF TITLE 10 TO THE CERRITOS MUNICIPAL CODE RELATING TO PARKING IN ALLEYS.

MOTION:  Councilman Bowlen moved to waive reading of and introduce Ordinance No. 893.  The motion was seconded by Mayor Pro Tem Crawley and carried by the following vote:

AYES:             Councilmembers - Bowlen, Kappe, Lee, Crawley, Hughlett
NOES:             Councilmembers - None
ABSENT:        Councilmembers - None
ABSTAIN:       Councilmembers - None

PUBLIC WORKS ACTIVITIES

Consideration and award of contract for the replacement of variable-frequency controllers for Cerritos reclaimed pump station at the Los Coyotes Reclamation Plant, 16515 Piuma Avenue, Bid No. 988-05, Project No. 17008.

MOTION:  Councilwoman Lee moved to award a contract for the replacement of variable-frequency controllers for Cerritos reclaimed pump station at the Los Coyotes Reclamation Plant, 16515 Piuma Avenue, Bid No. 988-05, Project No. 17008, to One Source Distributors, in the amount of $199,786, and reject all other bids.  The motion was seconded by Councilwoman Kappe and unanimously carried.

NEW AND OLD BUSINESS

Consideration of a request from the Cerritos Chamber of Commerce for business directory funding.

Public Information Manager Hylton provided an overview of the staff report dated February 10, 2005.

Catherine Gaughen, Cerritos Chamber of Commerce Executive Director, provided an overview of the business directory and community guide, noting its distribution area and the purpose for updating the directory on an annual basis, which allows current business advertising and updated community information.

MOTION:  Following comments regarding the possibility of updating the business directory and community guide every two years, Councilwoman Kappe moved to authorize a $6,000 allocation to the Cerritos Chamber of Commerce for the 2005 Business Directory and Community Guide. The motion was seconded by Councilwoman Lee and unanimously carried.

CITY COUNCIL COMMUNICATIONS/COMMITTEE REPORTS

Councilman Bowlen reported on the recent Festival of Friendship cultural event at Los Cerritos Center and suggested a future agenda item to discuss the installation of a running track at Cerritos Park East.

CONSENSUS:  It was the consensus of the City Council to direct staff to place the matter of the installation of a running track at Cerritos Park East on a future agenda.

Councilwoman Lee wished the community a Happy Chinese New Year.

Mayor Pro Tem Crawley referenced a recent automobile accident at Shoemaker Avenue and 195th Street and reiterated his suggestion from a previous meeting regarding the installation of a center divider on Shoemaker Avenue in the vicinity of 195th Street to aid in reducing the speed of motorists; invited the community to the Liberty Park Re-Dedication on February 19, 2005; and wished the community a Happy Chinese New Year.

Councilwoman Kappe also invited the community to the Liberty Park Re-Dedication and reported that the Soroptimist of Artesia-Cerritos dedicated a maternity clothing closet to the Community Family Guidance Center’s Teen Parent Program at Tracy High School and commented on its infant care center and parenting classes.

Mayor Hughlett reminded the community of the upcoming March 8, 2005 General Municipal Election.

There being no further business to come before the City Council, the meeting adjourned at 7:55 p.m.
